Coal Ban: Paper mills can emerge from this survival crisis with a revision in the notification - NCRPMA

For curbing the complete ban on coal in Delhi NCR, which is imposed by Commission for Air Quality Management (CAQM), NCR Paper Mill Association (NCRPMA) has come in active mode and request the CAQM to recall its previous notification allowing the use of Low Sulphur Coal in Captive Thermal Power Plants as well in Thermal Power plants (TPPs).

Talking to The Pulp and Paper Times, NCRPMAs president and Paswara Papers’ CMD Mr. Arvind Agarwal said, “In this matter, it is most humbly submitted that in CAQM’s direction on 26-12-22 for complete Ban on usage/ Supply/Sale/Trading of Coal in Delhi-NCR w.e.f. 01.01.2023, the word-“Captive Thermal Power Plants” has been left to be mentioned while use of Low Sulphur Coal is allowed in Captive Thermal Power Plants also subject to scrupulously compliant with the Emission Standards/Directions, Orders etc as applicable to TPPs in view of clarification issued by CAQM vide letter dated 13.07.2022 and letter dated 16.08.2022."

In the submission to CAQM, NCRPMA humbly requested to please issue necessary clarification specifying usage of Low Sulphur Coal is allowed in “Thermal Power Plants including Captive Thermal Power Plants” in entire NCR w.e.f. 1st January 2023 to remove any confusion or ambiguity in the direction issued by CAQM for complete Ban on usage/supply/Sale/Trading of Coal in Delhi NCR. Issuance of an early clarification in this matter shall be highly appreciated. 

Mr. Agarwal informed that there are around 40 captive power plants in paper mills situated in NCR region, and a little clarification by CAQM in its directive can get the paper mills out from this survival crisis.   

In order to curb air pollution in the National Capital Region (NCR), Commission for Air Quality Management (CAQM) had issued a policy of complete ban on heavily polluting fossil fuels including coal in the entire NCR w.e.f. 01.01.2023.

The Commission through its direction No. 65 dated 23.06.2022 had also issued the approved fuel list and prescribed a complete ban on heavily polluting fossil fuels including coal in the entire NCR.

In this regard, the Coal India Limited, vide letter dated 16.12.2022, has provided a list of entities/units/industries to the Commission, those may be involved in using / acquiring / stocking / selling / trading of coal in NCR.
