Covid-19: Paper Mills demand waiver of detention charges on import containers

In view of force majeure situation arisen due to complete nationwide lockdown declared by the union government, Paper Industry demands to waive off full detention/demurrage charges on all import containers during the lockdown period in India.
NCR Paper Mill Association representing a number of paper manufacturing units in India expresses serious concern of industries regarding huge detention/demurrage charges being accumulating round the clock on import cargo containers due to complete lockdown across the country.

Talking to The Pulp and Paper Times, Mr. Arvind Agarwal, President NCR Paper Mill Association and Managing Director of Paswara Papers Ltd., said “we requested to the government for waiving of detention charges on containers. Thousands of raw materials viz waste paper import cargo containers are stuck at ports /ICD awaiting clearance but it is not possible to clear & transport the containers to the respective industries due to complete nationwide lockdown & restriction on vehicular movement. The industries are under severe mental stress as clearance and movement of import containers are not allowed, but a huge amount of demurrage/detention charges of shipping line as well as port ground rent charges are accumulating round the clock, and it may exceed the amount of import cargoâ€
Mr. Agarwal further said “we request to allow minimum 10 days detention free time from ending date of lockdown to ease clearance & lifting of import containers.
Industries will have no option to release the cargo and will have a better option to abandon the cargo which may lead to huge irreparable loss to the industries.
It is pertinent to mention here that the Ministry of Railway has already decided to waive off any demurrage etc for the period of 22nd March to 14 April 2020 vide order no TC-I/2019/201/2 dates 27th March 2020.
