New Kraft Paper Mill Inaugurated by Bihar’s Industry Minister at Rakunpura

A new state-of-the-art paper mill, Saha and Bright Paper Private Limited, has officially commenced production at Rakunpura, near Patna, Bihar. The plant, inaugurated by Bihar's Industries Minister, Nitish Mishra, marks a significant addition to the eastern region’s paper manufacturing capacity.
The mill has a production capacity of 200 tonnes per day, focusing on kraft paper in the 100 to 250 GSM range, with a burst factor (BF) of 18 to 22—making it ideal for the corrugation and packaging industry. The facility has been established with a capital investment of around INR 20 crore. Paper machine running on a double wire.
Speaking to The Pulp and Paper Times, Mr. Rajiv Kumar, Director of Saha and Bright Paper Pvt. Ltd., shared insights into the company’s vision and strategy. “Despite overcapacity in the kraft paper market, we saw a strong untapped demand in this region. Currently, the mill is operating at full capacity,” he said.
Calling it a “historic day” for Bihar’s industrial landscape, Minister Nitish Mishra emphasized that this is the first green-technology-based paper mill in the state. He expressed hope that such innovative ventures will inspire more investors and industrial houses to explore opportunities in Bihar.
Catering to Eastern Markets
The mill will primarily supply kraft paper to Bihar, Jharkhand, and Eastern Uttar Pradesh, with an openness to explore export opportunities in the future. “If the opportunity arises, we’re definitely open to exports,” Mr. Kumar added.
Technology & Infrastructure
This is a fully greenfield project, with new land and infrastructure developed from scratch. The machinery is sourced from a mix of suppliers in China, Ahmedabad (Excel Paper), and South India, ensuring modern and efficient operations. Wastewater treatment for the unit has been installed by Ishaan Pariyavaran, aligning with environmental compliance and sustainability practices.
Raw Material Sourcing
At present, the plant is sourcing waste paper locally, but the management remains open to importing waste paper in the future, based on cost and logistics. “We’re cautious because of high freight rates and international supply chain disruptions,” noted Mr. Kumar.
Market Outlook and Expansion Plans
Commenting on the current market dynamics, Mr. Kumar expressed cautious optimism: “The kraft segment is facing pressure due to overcapacity, and many mills in the North are operating at 50-60%. But we are hopeful the situation will improve next year.”
Looking ahead, the company plans to diversify. “We’re exploring setting up a 50 TPD tissue paper machine in the next 2–3 years. Tissue has growing demand and will help us balance our portfolio,” he stated.
