Dablain village in Haryana’s Narwana sub-division is set to gain a new identity as a major industrial hub. After making his mark in Muzaffarnagar with a successful paper mill, young entrepreneur Mr. Vikas Moar is now bringing North India’s second-largest tissue paper mill of 100 TPD to his hometown.

Moar Value Group is the leading tissue paper reel trading company in India run by Mr. Vikas Moar. They are located in New Delhi and are an authorized dealer of Orient Paper and Industries Ltd. in North India.

Speaking to The Pulp and Paper Times, Mr. Vikas Moar informed, that a major industrial project is coming to Dablain village on the Narwana-Samain Road, where a tissue paper mill will be built on 12 acres of land under the name Yule Moar Value Pvt. Ltd. The project, with an estimated investment of Rs. 100 crore, is expected to be completed within a year.

Speaking to The Pulp and Paper Times, Mr. Moar confirmed that all machinery for the tissue plant has been ordered from China, including advanced technology equipment. Machine will run at a high speed of 1,800 meters per minute based on Cresent Former. The plant will primarily use virgin pulp — a mix of softwood and hardwood — as raw material to manufacture A-grade tissue paper. The GSM range will be 12 to 42, while the finished deckle will be 2.85 meters. 

“This will be North India’s second-largest tissue paper project after Century,” Mr. Moar noted, highlighting that no other major players in the region currently match this scale of tissue production.

The factory has received the necessary land use (CLU) and environmental clearances. Wastewater treatment will be handled by Krofta Engineering, ensuring that the project meets modern sustainability standards.

Mr. Moar, who operated a tissue marketing company, emphasized that he already has a nationwide market in place for the tissue paper output. While part of the financing will come from bank loans, Mr. Moar is also investing his own capital in the project.

The new mill will focus exclusively on tissue paper and will not manufacture other paper grades like MG poster paper. “We have backward integration, and we are confident about the market,” Mr. Moar said, adding that demand growth of even 10–12% will provide strong future returns.

The foundation stone and land worship (bhumi pujan) ceremony for the paper mill was conducted on Friday by local entrepreneur Vikas Moar and others. New mill will provide employment opportunities for thousands of youth in the Narwana region and nearby areas.

Vikas Moar explained that once the mill is operational, farmers in the Jind and Kaithal regions will no longer need to burn paddy stubble, as the mill will use it for boiler. This will not only help protect the environment but also provide a sustainable solution to a major problem faced by local farmers.

Vikas Moar said, “I successfully ran a paper mill in Muzaffarnagar, Uttar Pradesh, for three years, but I always dreamed of doing something big in my own village. Once we start here, other industries will also be encouraged to come.”
